Hiwagishiakari Ai (平和岸灯愛) is the Commissioner — the head — of the Special District Office and the direct superior of the Shunin. She is voiced by Shiraishi Haruka (白石晴香).
Profile
Ai is the person responsible for the Shunin’s sudden transfer, which she arranged on her own initiative. As a boss she is far from a model civil servant: her office is cluttered with toys, and she treats the post with a lightness that leaves the Shunin doing most of the actual work.
Almost everything else about her is deliberately vague. The official profile describes her as mysterious in nearly every respect, and the game’s marketing keeps her true nature under wraps.
Kimono form
The official site lists a second entry, Hiwagishiakari Ai (Kimono), described as the outfit she wears as a magician. In other words, the Commissioner is a magician herself — her everyday look is the office version, the kimono is the “working” one. Her kimono line asks the Shunin what his dream is, which ties into the game’s idea that magic is human dreams.

- She built Doll as a temporary bodyguard for the Shunin. Both characters share the same voice actress.
- The office mascot, Hoshi-chan, was designed to her personal taste.

In the game
Ai was not among the 18 characters shown as playable in the October 2026 CBT footage. She appears as a central story NPC from the prologue onward.
