Hanamori Moa (花盛百杏) is a member of the Rose of Bunkyo. She is voiced by Amami Yurina (天海由梨奈).

By night, Moa patrols Bunkyo with the Rose of Bunkyo — and for reasons nobody quite explains, she insists on calling herself a phantom thief and is determined to live out the full romance of the role, down to promising to steal the Shunin’s heart.
By day she is a diligent student at a prestigious women’s university for education.
